Default Do I have to remove the backing left on the wall after removing the wall paper?

I am going to redo it covering it with joint compound for a rough or creative texture and then painting it . So is it necessary to remove all that? Also, when peeling off the paper, it removed some of the paper off the drywall . What do I do there ? I dont know if it matters, but its in my dining room. So there is no moisture to deal with.
